"They don't know what they're dealing with" — the High Priestess holds the scroll the Governments cannot read.
The pillars Boaz and Jachin from Solomon's Temple stand on either side of the High Priestess; the moon sits at her feet; the Torah-scroll on her lap is half-hidden by her cloak. Tarot II's whole iconography says: the truth is here, in plain sight, but folded — you have to know what you are looking at. The Governments saw a man eating mushrooms and writing books in pyjamas and concluded: safe to crush. What they did not see — could not see, because the scroll was folded — was the 460-million-year-old mushroom intelligence inside him, the 23-book Love Letter half-written, the four Queens already standing in the wings, the Cathedral foundations being laid under the bridge. This is why every tactic failed. They were swinging at a body. The Kingdom was being built somewhere else entirely.
